China's offshore oil spills are frequent

 

 ■ On the evening of Oct. 14, Cnooc Tianjin reported an oil spill near its Jinzhou 9-3 field in northern Liaodong Bay. The annual processing scale of natural gas in Zhuhai terminal is 1.6 billion cubic meters, which mainly supplies natural gas demand in Zhuhai, Zhongshan, Macao and other regions. The pipeline pressure relief work is expected to be basically completed today.

Net natural gas production affected by the incident was about 160 million cubic feet per day (26,700 barrels of oil equivalent per day), according to cnooc's previous announcement. It was the company's fourth spill this year.

Cnooc and relevant national departments will continue to closely monitor the situation. The incident is a natural gas pipeline leak, the impact on the environment is small. It is reported that at around 9 am on December 19, the duty office of zhuhai Maritime Administration received a call from a sailor who reported that a jet of water was found in the waters near Shilanzhou, Hengqin, Zhuhai. Cnooc said it was ready to investigate the cause of the accident. Yesterday, cnooc confirmed to the reporter that the company received a notice from zhuhai Maritime Safety Administration on December 19 that the company's subsea natural gas pipeline near zhuhai Hengqin natural gas processing terminal was leaking.
 
■ At 4:10 am on July 11 this year, mechanical seals of the bottom pump of three 400-unit reforming oil tower operated by China National Offshore Oil Refining Co., Ltd. in Daya Bay Petrochemical Zone of Huizhou caught fire and exploded. ■ In June this year, two oil spills occurred on platform B and platform C in the operation area of Penglai 19-3 Oilfield, bohai Bay, the largest offshore oil and gas field in China. After that, it will enter the leak point exploration and plugging disposal.
 
According to the person, after the incident, CNOOC Ltd. immediately activated the emergency plan for Marine pipe leakage, and promptly shut down the production of panyu 30-1 and Huizhou 21-1 related platforms.
 
Cnooc and its oil and gas fields and refining companies have suffered four spills since June.
 
According to data released by the State Oceanic Administration (SOA), the oil spill in Penglai Oilfield has caused a certain degree of pollution damage to the Marine environment in the oilfield and its surrounding waters, with 840 square kilometers of water in the surrounding waters changing from class I to Class IV overnight. According to preliminary judgment, the pipeline damage is suspected to be caused by external factors, and natural gas leakage is caused.
 
Cnooc is currently carrying out pressure relief and venting through the offshore platform and the torch terminal in Zhuhai as planned and programmed. As for the State Oceanic Administration's final determination that the oil spill in Penglai Oilfield was man-made, it should be eliminated, especially in the follow-up reaction after such a large oil spill and in the supervision of Conocophillips China, Cnooc appeared "management blind spot". After the pipeline pressure relief work is completed, the risk of natural gas leakage to external safety and environment is basically eliminated.
